Some pots, some potting soil. Some herb seeds (take your pick – there are tons of herbs to choose from). And your absolutely SUNNIEST window, or lots of artificial grow lights.
Sow seeds at a depth according to the package (small seed in general, you’ll barely cover. Larger seeds may go 1/4 or 1/2 inch down).
Water. Keep moist until the germinate – then water according to their needs (some kinds will want more water than others)

Having tried to grow all kinds of herbs indoors over many years and never succeeding I suggest not bothering to try. I have great success outdoors and maybe if I had a greenhouse I could do better but the dream of pinching this or that from my window sill has eluded me. I highly recommend the produce section in a grocery store.
